S. Pliskanovsky was born on May 9, 1929.

In 1952 he graduated from Donetsk Polytechnic Institute (DPI) with a degree in Metallurgy of Ferrous Metals. He began his career in 1952 in the blast furnace shop of the Makeyevka Metallurgical Plant. From 1957, after graduating from graduate school, he worked at the STI as a researcher and senior researcher.

In 1959 he was transferred to work at the Azovstal metallurgical plant as head of the laboratory, then was appointed head of the Central Factory Laboratory.

In 1963 he defended his dissertation and, continuing to work at the plant, taught at the Zhadaniv Metallurgical Institute.

From 1965 to 1973 he was the chief engineer of the Azovstal metallurgical plant.

From 1973 to 1980 S. Pliskanovsky worked as director of the metallurgical plant. Ilyich.

From 1980 to 1991 S. Pliskanovsky was appointed First Deputy Minister of Ferrous Metallurgy of Ukraine, Head of the Production Association "Yuzhmetallurgprom" and First Deputy Minister of Ferrous Metallurgy of the USSR.

1984 - Laureate of the USSR State Prize.

1987, 1993, 2002 - Laureate of the State Prizes of Ukraine.

In 1980-1990 he was elected a deputy of the Verkhovna Rada of Ukraine.

2001 - awarded the State Award of Ukraine - the Order of Merit of the III degree.

In 1989 he defended his doctoral dissertation.

Author of more than 200 scientific papers, including 8 monographs and more than 120 copyright certificates.

Since 1991 he continued his career at NMetAU as a professor at the Department of Cast Iron Metallurgy.

1996 - 2013 Rector of the State Institute of Industrial Training and Retraining (DIPOprom).

In July 2015, noting the huge contribution of ST Pliskanovsky in the development of national metallurgy and the National Metallurgical Academy, at a solemn meeting of the Academic Council of NMetAU was awarded the title of "Honorary Professor of NMetAU".

Since 2014, S. Pliskanovsky was on a well-deserved rest, but engaged almost until the last days in active social and scientific and technical activities.

The heart of ST Pliskanovsky stopped on September 27, 2020, at the age of 92.
